Many strategists, myself included, believe that unmanned surface vessels could be part of an approach to help the U.S. Navy maintain an edge over its competitors. Unfortunately, there is little agreement on exactly what they should do.Part of the problem is that people mean different things when they talk about unmanned surface vessels.
